A Mainland company is an onshore company registered and licensed by the Department of Economic Development. Each emirate in UAE has an Economic Development Department which allows to do business in the local market as well outside UAE without any restriction.

Presence of a UAE National is mandatory in all Mainland companies, either as a Local Agent or as a Local Partner depending on the type of license. The licenses are broadly categorized as either Commercial License or Professional License. In commercial license category, 51% shares are held by an UAE National and 49% are held by a foreign partner. In a professional license category, 100% shares can be held by the foreign partner and an UAE national is appointed as a Local Service Agent in the company.The Economic Department allows various structures for forming a company:
